PAID ABSENCES

POLICY

It is the policy of the National Cancer Institute at Frederick (NCI-Frederick) to provide regular full and part-time contractor employees with paid leave for the following absences:

Reason for Absence Paid Leave Allowance
Jury Duty Up to 30 workdays per two-year period, with additional time as required for Grand Jury service, pro-rated for part-time employees based on scheduled hours.
Bereavement 3 workdays (up to 5 workdays if long distance travel is required)
Military Training Up to 10 workdays per year, less military pay (excluding quarters subsistence and travel allowances). Prorated for part-time employees based on scheduled hours.
Voting Up to 2 hours per election
Blood Donation Up to 4 hours

These absences are provided on a need to use basis only and are not accrued.

Jury Duty

Employees must provide documentation of court-ordered jury service in advance and are expected to report for work on any regular workday during the jury service period when they are not required to be in court or when they are dismissed for the day not later than 5 hours from their scheduled starting time.

Bereavement

Provided in the event of the death of an employee’s spouse, parent, step-parent, grandparent, step-grandparent, great grandparent, legal guardian, child, step-child, grandchild or sibling, or the parent, step-parent, grandparent, step-grandparent, great grandparent, grandchild and sibling of the employee’s current spouse. Paid absence in excess of three work days must be approved by the contractor Human Resources representative. In general, travel distance of more than one hundred and fifty (150) miles (one way) will be required in order to approve additional bereavement leave.

Voting

Provided when an employee’s regularly scheduled working hours preclude two consecutive off-duty hours during the period when polls are open.

Blood Donation

Up to 4 hours of administrative leave is permitted, including time required to travel to the Red Cross bloodmobile at the employee’s worksite, donation of blood and recuperation. Employees are required to seek supervisory approval in advance and provide proof of the donation to their supervisor.

PROCEDURE

Employees must notify their supervisor of the anticipated absence as follows:

  • immediately when notified of jury duty
  • immediately when a death has occurred which will cause absence from work
  • at least 1 week prior to beginning military training leave
  • at least the day before an election in which the employee is eligible to vote and for which there is insufficient off-duty time
  • at least 1 day before blood donation

Documentation in support of leave for any of the above reasons may be requested by the employee’s supervisor.

Use of leave must be recorded appropriately in the time charging system.

Documentation to support Jury Duty and Military Leave must be sent by the employee’s supervisor to the contractor Payroll department.

Unauthorized absences will be charged as leave without pay.
