CONTRACTOR GUEST RESEARCHER
POLICY
The NCI-Frederick finds it appropriate on occasion to add to its staff Guest
Researchers who are not employees of the contractors of NCI-Frederick. Examples
of such situations are: university faculty members on sabbatical leave; scientists
visiting the NCI-Frederick for the purpose of demonstrating, or learning a
new technique; students enrolled in an educational institution working at the
NCI-Frederick as “interns”, and scientists on fellowships.
Contractor Guest Researchers covered by this Policy and Procedure will not
be compensated by NCI-Frederick contractors but will receive emergency medical
treatment and consultation to the same extent as provided to visitors.
Contractor Guest Researchers will (1) comply with safety regulations as may
be promulgated in the NCI-Frederick Safety Manual, (2) conform to current Policies
and Procedures including Public Information and the Review and Publication
of Manuscripts, (3) adhere to the rules and regulations prescribed by the authorities
of Fort Detrick and the National Cancer Institute, (4) provide evidence of
worker’s compensation insurance or be otherwise covered by comparable
insurance, (5) be evaluated by Occupational Health Services to review health
and physical conditions, (6) be required to provide a small blood sample upon
arrival and departure as a condition of the appointment, and (7) comply with
intellectual property provisions of the NCI-Frederick contractor for whom they
are providing support.
The contractor Guest Researcher will be required to process in with the requesting
contractor Human Resources representative and complete the termination check-out
procedure upon departure.
PROCEDURE
Proposals for bringing in a contractor Guest Researcher will be initiated
by the requesting contractor management in a letter to the Contractor Principal
Investigator/Key Personnel for approval by the NCI Contracting Officer. The
letter will include the following (Attachment
1):
The name of the contractor Guest Researcher and the expected duration
of his/her affiliation with NCI-Frederick.
A brief statement of the objectives of the contractor Guest Researcher’s
proposed activities and the benefit of the appointment to NCI-Frederick.
The organizational element within NCI-Frederick in which the contractor Guest
Researcher will work and the name of NCI-Frederick employee who will supervise
him/her.
Identification of appropriate insurance coverage (as applicable) by
the contractor Guest Researcher.
An estimate of the materials and supplies, travel, and new capital equipment
that will be required and the project to which such items will be charged.
Enclosures:
1. A curriculum vitae of the proposed contractor Guest Researcher.
2. A statement signed by the contractor Guest Researcher that he/she has received a copy of this Policy and Procedure, understands its terms, and will conform
to them (Attachment 2).
3. Guest Researcher Agreement.
Foreign National
If the contractor Guest Researcher is a Foreign National, a Report of Visitor Form is to be completed and sent to the NCI Contracting Officer (see Policy and Procedure Number 309, Visitors to NCI-Frederick Facilities and Laboratories).
RESPONSIBILITIES
NCI-Frederick Contractors:
Contractor management, through the contractor Human Resources representative, administers this policy and maintains records as required.
